National Seminar on Challenges Facing Higher Education

A note on the draft New Education Policy and Higher Education

The Government of India has initiated a process to draft a New Education Policy. Towards this, a process of nationwide consultation was taken up during the last few months. In itself, this is a welcome step. The education scenario in the country needs urgent and drastic action if we are serious about achieving universal quality education any time soon. A new policy that helps achieve this goal is welcome, as also consultations on such a policy. However, the signals that have emanated from the MHRD documents and questionnaires as well as the discussions in meetings raise serious doubts on what the policy is intended to achieve. In this note, we raise several issues related to higher education on where the new policy seems headed. For the sake of brevity, we highlight only a few central issues, and merely summarize our concerns.
